Canada took the hardest hit. Study permits dropped 64% year over year in 2025, with only 75,372 new permits approved. That is below COVID-era levels. Australia applications fell from 600,000 to 427,000 in one year. The United States hit a record 1.17 million international students, but new enrollments dropped 17% and graduate enrollment fell 12%. The UK is cautiously stable, with visa applications up nearly 30%, picking up demand lost by the US and Canada.

These countries offer lower tuition, stable visa policies, growing job markets, and clear pathways after graduation. Germany offers free or low tuition at public universities. France is targeting 500,000 international students by 2027. Japan grew 21% in one year. South Korea hit 300,000 students two years ahead of schedule. Spain fast-tracked students rejected by US policies.

The UK is now the top choice, with over 35,500 student visas issued to Pakistanis in 2024. Pakistan is now the UK’s third largest source of new international students. US F-1 visas are on track to hit all-time highs, and Germany saw a 70% increase in Pakistani students over five years.

The challenges are real. Canada permits for Pakistani students dropped 33% in 2024 after the cap was introduced. Australia visa rejections are climbing. And the Pakistani rupee makes every destination more expensive. Families are making harder financial calculations than they ever have before.
